This is yet another tool in the Search Engine not-so-secret requirement "tool chest".  They weight reciprocal links TO your site from other sites very heavily.  It's as close to a Popularity Contest as you can get without calling it one.

And, as always, no short-cuts, sloppy work, software submission or any other work that isn't done the old-fashioned, well researched, well executed is super-important, and even more important, very well followed-up.  There is a huge percentage of links that others will activate for you just long enough for you to reciprocate, then they drop your link.

The point is, whichever websites you decide to link, both should benefit each other and obviously not be competitors.  Once the initial and obvious links are securely in place, it's time to think "outside-the-box".
